Membership
Section 1: ELIGIBILITY
The CERRA Advisory Board shall be comprised of representatives from programmatic groups involved in the mission of CERRA as outlined in Article I, Section 2. The total membership of the advisory group shall be limited to thirty-five (35) at any one time.
Section 2: VOTING
Each participating Advisory Board member shall have one (1) vote. If for any reason a member is unable to exercise his/her voting privilege, a proxy may be designated by said member. At least two days prior to any meeting, notice of the proxy’sname and intent to participate in the meeting must be given to the CAB Chairperson. CAB members ending their term will attend the July CAB meeting as non-voting guests.
Section 3: EXERCISE OF PRIVILEGES
Should a midterm vacancy occur in an elected seat or appointment to the Advisory Board, the CAB Chairperson has the right to select a replacement, subject to the approval of the majority of the CAB members. The CAB Chairperson should solicit Advisory Board nominations from CAB members, the CERRA Executive Director, CERRA Program Directors and CERRA TIR’s.
Section 4: TERMS AND ELECTION to THE Advisory Board
CERRA Advisory Board members will be elected by a statewide vote of the constituent groups represented on CAB. Nominations for CAB positions can originate from present and former CAB members, CERRA Program Directors, CERRA TIR’s, or any individual supportive of the CERRA mission. Announcements for submission of nominations for CAB positions will be conducted by the CAB President under the advisement of the CERRA Executive Director. Deadlines and procedures for nomination of CAB members will be established by the CAB Chairperson under the advisement of the CERRA Executive Director.
Advisory Board members shall serve three-year terms beginning and ending in July. All members shall have one vote in all actions requiring formal approval. Each Advisory Board member shall serve no more than two consecutive three-year terms, and the member must rotate off of the Board for at least one (1) year before being placed on a ballot for reelection.
All newly-elected Advisory Board members shall be invited to attend a scheduled CAB meeting as guests following their election. The newly-elected members shall be officially seated and thereafter have voting privileges at the first meeting of their elected year of service. Ex-officio and appointed members shall be selected to the Advisory Board by the CERRA Executive Director and the Chairperson and approved by a majority of the CAB members, and shall serve in a non-voting capacity. In the event that an Advisory Board member moves to another region or leaves the CERRA program represented by that seat, the member will be permitted to serve for the entire term for which he/she was elected.
Advisory Board members are expected to attend and participate in all meetings. The Chairperson of the Advisory Board shall have the authority, determined by a majority vote of the CAB members, to require any member to vacate his/her position because of inadequate attendance/participation. If a member has excessive absences, his/her status shall be brought to the attention of the CAB Chairperson. A member may be removed from the Advisory Board by a majority vote of the full group for failure to attend meetings, failure to fulfill duties or for unethical or illegal behavior.
